I now know it was Nakor the Islanian who was Raymond E Feist's crazy priest-like character in the Serpentwar (and later) series - obviously not the original however!
I wondered if he had nicked it from Robert A Heinlein as it reminded me of something he wrote which my brain hasn't yet tracked down....
Just Googled the phrase and it was also in Star Trek episode 118!

I googled these myself the other night and now know we are talking Sci-Fi, instead of the usual fish :lol:.

Your posts got me to thinking about fishing in Sci-Fi (the books - not the films), and the closest I can get is sandtrout in the Dune books.
Any others you've come across?
