It's the best free software for Scalable Vector Graphics on Windows.  ( Xara is only free for Linux).

Well, the windows version I downloaded did not even have a standard windows  installer. I really  could  not be bothered installing it with a shell script. If this is ever going to  used more widely  they will have to get that sorted out.

This takes you through a few examples

The problem with all software is getting to know it well - it can take months in some cases. This is no exception, having said that you can make simple graphics within hours or even minutes depending on your background.
