For a twelve year old, it's a very cheap matter. I am in IT myself, and I build gaming PCs for myself and on a hobby basis, for friends -

You can take my word for it if I say about £400, if you're buying everything new. The real deciders when it comes to the PC's performance (at the level we're talking about here, anyway) are the graphics card and the CPU, or processor.

I'd spend about £70 on a graphics card (I'd personally recommend an AMD Radeon HD7750), maybe £80 on a processor (an AMD A8 or something would do you well) and the rest is just gravy, really.
