You will probably find it doesn't actually sit like that all the time, it just happened to be like that when the picture was taken. It looks as if it may have been swimming and that is the upward stroke or the start of the down. If you want you could always tie it upside down on the hook, i.e. with the legs on top and the thorax underneath, but just tying it on a bent hook with thorax, body and tails would work just to achieve the profile.
