Looking for advice on the best thing to wear under breathable waders for winter and summer(whatever that is :D).  Thinking of either of the undernoted as I get a discount from Ian and also postage is free

The first one I like because it has the braces and the second because you also get the fleece.
What if anything do you wear on top of the base layer?
This will be part of my Xmas from Santa.
Thanks for any hep.

That looks like a good option. I don't wade in winter but water is normally colder with ice melt March - June anyway.  I have been wearing a thermal base layer and a pair of trousers. fleece style joggers or craggies depending on the time of year and the depth I intend to wade.  The top half is based on layers. Base layer shirt, microfleece, wading jacket, whatever the weather dictates.

For summer best with a pair of shorts. For winter go to TK MAXX and get cheap joggies and tops. I bought the fleece bib and brace some years ago and I think I've worn them 4 times.
